דַּבֵּ֞ר אֶל־בְּנֵ֣י יִשְׂרָאֵל֮ לֵאמֹר֒ נֶ֗פֶשׁ כִּֽי־תֶחֱטָ֤א בִשְׁגָגָה֙ מִכֹּל֙ מִצְוֺ֣ת יְהֹוָ֔ה אֲשֶׁ֖ר לֹ֣א תֵעָשֶׂ֑ינָה וְעָשָׂ֕ה מֵאַחַ֖ת מֵהֵֽנָּה׃

נֶפֶשׁ — לְרַבּוֹת אֶת הַגֵּרִים וְאֶת הָעֲבָדִים. מִצְוֺת ה׳ — עַל מִצְוֺת ה׳ מֵבִיא חַטָּאת וְאֵינוֹ מֵבִיא עַל מִצְוַת הַמֶּלֶךְ. אֲשֶׁר לֹא תֵעָשֶׂינָה — זוֹ לַאו.
English: “A soul” — to include converts and slaves. “Commandments of Hashem” — one brings a chatas for commandments of Hashem, not for a royal decree. “Which shall not be done” — this is a negative commandment.
On the daf / in context: Sifra opens the chatas section by defining who is included and which prohibitions generate a chatas: Torah lavin, not positive mitzvos alone, and not mere royal orders.
