English: He shall slaughter it in the place where the burnt-offering is slaughtered, before Hashem; it is a chatat.
Location identity with olah — northern side of the altar; the declaration “chatat hu” fixes its identity.
The nasi’s goat is slaughtered in the same place as the olah (north of the altar). The Torah stresses “it is a chatat” so that its blood service and disposition follow chatat law, not olah law.
