English: The kohen shall take of the blood of the chatat with his finger and put it on the horns of the burnt-offering altar.
Outer chatat blood service — four matanot on the four horns of the outer altar.
Unlike the inner chatat of the Kohen Gadol, the nasi’s chatat has its blood applied to the horns of the outer olah altar; the remainder is poured at the base.
