וְהָאָ֗רֶץ אֲשֶׁ֨ר אַתֶּ֜ם עֹבְרִ֥ים שָׁ֙מָּה֙ לְרִשְׁתָּ֔הּ אֶ֥רֶץ הָרִ֖ים וּבְקָעֹ֑ת לִמְטַ֥ר הַשָּׁמַ֖יִם תִּשְׁתֶּה־מָּֽיִם׃

but the land you are about to cross into and possess, a land of hills and valleys, soaks up its water from the rains of heaven.

למטר השמים. תניא, ר' יהושע אומר, כל העולם כולו ממים עליונים הוא שותה, שנאמר למטר השמים תשתה מים ור' אליעזר ס"ל דמימי אוקינוס הוא שותה שנאמר (פ' בראשית) ואד יעלה מן הארץ והשקה, ור"ל ממים של מטה, וכפי הנראה יסבור דהפסוק למטר השמים קאי על טל, דבאמת כן איתא בספרי כאן, ובפ' בראשית בפסוק הנזכר בארנו ענין פלוגתתם ע"פ יסודי הטבע, יעו"ש.

English: It was taught: R’ Yehoshua says: The whole world drinks from the upper waters, as it is said, “from the rain of the heavens it drinks water.” R’ Eliezer holds it drinks from the waters of the ocean, as in “a mist rose from the earth and watered.” On this view, “rain of the heavens” may refer to dew. The Sifrei here supports reading the verse of dew as well.
