עיני ה' אלהיך בה. עתים לטובה ועתים לרעה, עתים לטובה כיצד, הרי שהיו ישראל חייבים בר"ה ופסקו להם גשמים מועטים ולבסוף חזרו בהם, להוסיף עליהם אי אפשר שכבר נגזרה גזירה, אלא מורידין בזמנן, לרעה כיצד, הרי שהיו ישראל זכאים בר"ה ופסקו להם גשמים מרובים ולבסוף חזרו בהם, לפחות מהם אי אפשר שכבר נגזרה גזירה אלא מורידן שלא בזמנן עיין בדרשה אחרונה מפסוק זה, ובספרי אגדה האריכו הרבה בענין אגדה זו, ותכלית הכונה, שכל ההנהגה שבא"י הכל בהשגחה עליונית.
English: “The eyes of Hashem your God are always upon it” — at times for good, at times for ill. For good: Israel was liable on Rosh Hashanah and little rain was decreed; they repented — one cannot increase what was decreed, but the rain falls in its proper time. For ill: they were meritorious and abundant rain was decreed; they later worsened — one cannot decrease the amount, but it falls out of season. All weather in the Land is under particular providence.
